中國(guó)將推動(dòng)區(qū)域全面經(jīng)濟(jì)伙伴關(guān)系協(xié)定（RCEP）高質(zhì)量實(shí)施1月26日政府發(fā)布的指導(dǎo)意見指出，以高水平開放深化改革。國(guó)家將把貿(mào)易協(xié)定提供的機(jī)遇與地方發(fā)展戰(zhàn)略相結(jié)合，幫助企業(yè)適應(yīng)更加開放和競(jìng)爭(zhēng)的環(huán)境。商務(wù)部等五部門發(fā)布的關(guān)于高質(zhì)量實(shí)施RCEP的指導(dǎo)意見。 《指導(dǎo)意見》從貿(mào)易投資高質(zhì)量發(fā)展、制造業(yè)升級(jí)、標(biāo)準(zhǔn)合作、金融支持、營(yíng)商環(huán)境和企業(yè)配套服務(wù)六方面提出措施。中方將進(jìn)一步提升貿(mào)易投資便利化水平，發(fā)揮人民幣結(jié)算對(duì)貿(mào)易投資的支持作用，加強(qiáng)高端產(chǎn)業(yè)鏈和制造業(yè)項(xiàng)目合作，構(gòu)建多元化的全球供應(yīng)鏈網(wǎng)絡(luò)。根據(jù)指導(dǎo)意見，國(guó)家還將幫助相對(duì)落后的中西部地區(qū)在國(guó)際市場(chǎng)上更具競(jìng)爭(zhēng)力，讓RCEP協(xié)議與海南自由貿(mào)易港政策相互促進(jìn)。全球最大的自由貿(mào)易協(xié)定RCEP協(xié)定于1月1日生效。生效后，批準(zhǔn)該協(xié)定的成員之間90%以上的商品貿(mào)易最終將實(shí)行零關(guān)稅。 RCEP 于 2020 年 11 月 15 日由 15 個(gè)亞太國(guó)家（東南亞國(guó)家聯(lián)盟的 10 個(gè)成員國(guó)以及中國(guó)、日本、韓國(guó)、澳大利亞和新西蘭）在 2012 年開始的八年談判之后簽署.

Updated: Jan 26,2022 19:43    Xinhua BEIJING — China will push for the high-quality implementation of the Regional Comprehensive Economic Partnership (RCEP) pact and deepen reform via high-level opening-up, stated a guideline from the government released on Jan 26. 

The country will align the opportunities provided by the trade pact with local development strategies, and help enterprises adapt to a more open and competitive environment, according to the guideline issued by the Ministry of Commerce and other five departments on high-quality RCEP implementation.

The guideline outlines measures in six areas — high-quality development in trade and investment, manufacturing upgrade, standards cooperation, financial support, business environment and supporting services for enterprises.

China will further improve trade and investment facilitation, boost the role of RMB settlement in supporting trade and investment, and strengthen cooperation in high-end industrial chain and manufacturing projects to foster a diversified global supply chain network, the guideline stated.

The country will also help the relatively backward central and western regions become more competitive in the international market and allow the RCEP agreement and the Hainan free trade port policies to reinforce each other, according to the guideline. 

The RCEP agreement, the world's largest free trade agreement, entered into force on Jan 1. After it took effect, more than 90 percent of merchandise trade among members that have approved the accord will eventually be subject to zero tariffs.

The RCEP was signed on Nov 15, 2020 by 15 Asia-Pacific countries — 10 members of the Association of Southeast Asian Nations and China, Japan, the Republic of Korea, Australia, and New Zealand — after eight years of negotiations that started in 2012.
