為深入貫徹習(xí)近平總書記關(guān)于海南自由貿(mào)易港建設(shè)的重要指示批示精神，細化落實《海南自由貿(mào)易港建設(shè)總體方案》部署要求，加快推進海南自由貿(mào)易港貿(mào)易自由化便利化，高質(zhì)量高標準實現(xiàn)2025年前分階段發(fā)展目標，經(jīng)國務(wù)院同意，商務(wù)部等20部門聯(lián)合印發(fā)《關(guān)于推進海南自由貿(mào)易港貿(mào)易自由化便利化若干措施的通知》，從貨物貿(mào)易和服務(wù)貿(mào)易兩方面，明確了 28項政策措施，其中，貨物貿(mào)易方面共13項政策措施，服務(wù)貿(mào)易方面共15項政策措施。

貨物貿(mào)易方面

1.洋浦保稅港區(qū)內(nèi)先行試點經(jīng)“一線”進出口原油和成品油不實行企業(yè)資格和數(shù)量管理。

2.進口食糖不納入關(guān)稅配額總量管理。

3.下放國際航行船舶保稅加油許可權(quán)限。

4.在實施“一線”放開、“二線”管住的區(qū)域進入“一線” 原則上取消自動進口許可管理。

5.取消機電進口許可管理措施。

6.支持開展二手車出口業(yè)務(wù)。

7.支持新型離岸國際貿(mào)易。

8.支持開展有關(guān)認證機構(gòu)資質(zhì)審批試點。

9.提升進出口商品質(zhì)量安全風(fēng)險預(yù)警和快速反應(yīng)監(jiān)管能力。

10.加強海關(guān)監(jiān)管模式創(chuàng)新、實施層級審批模式。

11.支持參與制定推薦性國家標準、制定地方標準及團體標準。

12.建立應(yīng)對貿(mào)易摩擦工作站。

13.建立貿(mào)易調(diào)整援助機制。

服務(wù)貿(mào)易方面

1.允許外國機構(gòu)獨立舉辦除冠名“中國”“中華”“全國”“國家”等字樣以外的涉外經(jīng)濟技術(shù)展。

2.技術(shù)進出口經(jīng)營活動不需辦理對外貿(mào)易經(jīng)營者備案登記。

3.探索取消設(shè)立拍賣企業(yè)審核許可和商業(yè)特許經(jīng)營備案。

4.探索取消商業(yè)特許經(jīng)營備案。

5.推進服務(wù)貿(mào)易創(chuàng)新發(fā)展試點。

6.支持發(fā)展數(shù)字貿(mào)易。

7.建立技術(shù)進出口安全管理部省合作快速響應(yīng)通道。

8.在部分重點領(lǐng)域率先規(guī)范影響服務(wù)貿(mào)易自由便利的國內(nèi)規(guī)制。

9.辦好中國國際消費品博覽會。

10.支持創(chuàng)建國家文化出口基地。

11.建設(shè)國家對外文化貿(mào)易基地。

12.推動重點企業(yè)和項目落戶。

13.鼓勵創(chuàng)新服務(wù)貿(mào)易國際合作模式。

14.新簽服務(wù)貿(mào)易國際合作協(xié)議時支持海南自由貿(mào)易港發(fā)展需求。

15.完善國際服務(wù)貿(mào)易統(tǒng)計監(jiān)測制度。

Measures for Promoting Trade Liberalization and Facilitation in

Hainan Free Trade Port

In order to thoroughly implement the spirit of General Secretary Xi Jinping's important instructions on the construction of Hainan Free Trade Port, put in place the requirements of the Overall Plan for the Construction of Hainan Free Trade Port, expedite trade liberalization and facilitation in Hainan Free Trade Port, and achieve the development objectives by steps and phases by 2025 with high quality and standards, upon approval by the State Council, the Ministry of Commerce and other 19 government agencies have issued the Measures for Promoting Trade Liberalization and Facilitation in Hainan Free Trade Port, which clarify 28 policies and measures, including 13 ones for trade in goods and 15 ones for trade in services.

Trade in Goods

1.      The import or export of crude oil and refined oil through the "first line" at Yangpu Bonded Port Area will be first implemented on a pilot basis, and shall not be subject to the enterprise qualification                     and quantity management.

2.      The import of sugar shall not be subject to the tariff quota.

3.      Delegate the power to license bonded refueling for internationally navigating ships.

4.      In areas where the policy of free flow through the "first line" and control at the "second line" are implemented, cancel automatic import license management in principle.

5.      Cancel import license management for mechanical and electrical products.

6.      Support the export of used vehicles.

7.      Support new offshore international trade.

8.      Support a pilot program for examination and approval of qualifications of the relevant certification agencies.

9.      Improve the warning and rapid response ability in supervising and managing the quality safety risk of imports and exports.

10.  Strengthen innovation in the customs supervision mode and implement the two-level examination and approval mode.

11.  Hainan Free Trade Port is supported in participating in the formulation of recommended national standards as well as local and group standards.

12.  Establish a trade friction workstation.

13.  Establish a trade adjustment aid mechanism.

Trade in Services

1.     Allow foreign institutions to independently hold foreign-related economic and technological exhibitions that use no word like "China," "Chinese," "National," or "State" in the title.

2.     The record-filing or registration of foreign trader is not required in the operating activities related to technology import or export.

3.     Explore the cancellation of the approval and licensing for the establishment of auction enterprises and the record-filing of franchisees.

4.     Explore the cancellation of record-filing of franchisees.

5.     Promote a pilot program for the innovative development of trade in services.

6.     Support the development of digital trade.

7.     Establish a ministry-province cooperation fast-response channel for technology import and export safety management.

8.     In some key sectors, standardize domestic regulations affecting the liberalization and facilitation of trade in services first.

9.     Ensure the success of the China International Consumer Products Expo.

10. Support the building of a national cultural export base.

11. Develop a national foreign cultural trade base.

12. Promote major enterprises and projects to settle in Hainan Free Trade Port.

13. Encourage innovation in the international cooperation mode of trade in services.

14. Support the development demands of Hainan Free Trade Port when signing new international cooperation agreements on trade in services.

15. Improve the international statistical monitoring system for trade in services.
